Oddball Antique Gas Lamp Burner with Valve? Hanging? OLD OLD OLD!

I don't know if any of you would want this, but it be shipped with another win with no additional charges. Very tarnished and shows wear, also has some weird little loops that I thought was for hanging - but all three of them slide and control piece of metal inside the rim, almost as it to hook and unhook to something.
Measures approx. 3 3/4 inches tall, and the widest diameter/ring is approx 2 1/2. Small part is 1/2 inch in diameter.
